Marjorie Lampkin

Board Member

Marjorie Lampkin serves as the Director of the Office of Career and Transition Services for Rappahannock Community College (RCC). She is a graduate of Lancaster High School. She hold a Bachelor of Arts degree in Special Education with a Music Education minor from Southern Wesleyan University a Master of Education degree in Instructional Leadership from Indiana Wesleyan University. Lampkin is a committed educator and administrator and has worked with a broad range of students – from elementary aged to adults. At RCC, Lampkin supervises six programs that aim to help people find employment through education and training - Workforce Innovation and Opportunity Act (WIOA) Youth Services, Adult Education, Adult Career Coaches, Career Readiness Certificate Program, POWER-UP (Providing Opportunities through Work, Education, and Resources that Upend Poverty) Education and Employment Program and the POWER (Providing Opportunities through Work, Education, and Resources) TANF Employment Advancement Program.

Garfield M. Parker was born and raised in Northumberland County, Virginia. He is chairman of the Northumberland County Planning Commission and serves on the Board of Directors of Rappahannock General Hospital and Holley Graded School, Inc.  

Rev. Dr. Linwood T. Blizzard, II

Board Chairman

Reverend Dr. Linwood T. Blizzard, II serves as the 16th Senior Pastor of the Macedonia Baptist Church in Heathsville, Virginia. He holds a Bachelor of Science in Chemical Engineering from Virginia Tech, a Master of Divinity from Howard University, with a Certificate in Ecumenism from the Washington Theological Consortium, a Master of Sacred Theology in Religion and Culture from Boston University, and a Doctor of Ministry in Transformational Leadership from Boston University. He is a life member of Alpha Phi Alpha Fraternity, Inc. His involvement in Northern Neck has focus on justice initiatives including LEAD Northern Neck, the Boys & Girls Club of the Northern Neck, Inc, the Northumberland Branch of the NAACP, and E.M.P.O.W.E.R. (Equipping Minds by Preventing Oppression With Educational Resources). He has also served on the faculty of Northumberland High School as the Calculus Teacher and as an Adjunct Professor of Practical Theology at Virginia Union University at the Samuel DeWitt Proctor School of Theology.

Joycelyn Blizzard, CFRE

Development Committee

With years of experience in politics, non-profits and fundraising, Joycelyn is the Director of the Alumnae Relations for St. Margaret's School in Tappahannock, Virginia. She serves the directing boards of SONABank P.O.W.E.R. Advisory, Friends of the Northumberland County Library, and the Northern Neck Montessori School, Inc. She is a member of LEAD Northern Neck and Alpha Kappa Alpha Sorority, Inc. She holds a B.A. in Leadership Studies from the University of Richmond and a Master of Public Administration from Virginia Tech.

Rev. Dr. Edison O. Jackson

Board Member

Edison O. Jackson is the former President of Bethune-Cookman University in Daytona Beach, Florida and Medgar Evers College in New York, New York. He holds a Bachelor of Science degree in Zoology, a Master of Arts degree in Counseling from Howard University, and a Doctorate in Education from Rutgers University with academic emphasis on the philosophy, function, role and administration of urban educational institutions. He currently serves as the Minister of Christian Education at Macedonia Baptist Church in Heathsville, Virginia.
